Redirect wrongly announced URL (s/elections/vote/)
...
The announced URL was http://foundation.gnome.org/elections/2011/candidates.html
but that doesn't exist. It used to but we consolidated everything into vote/.
The new URL is http://foundation.gnome.org/vote/2011/candidates.html and
we simply redirect there.

Added a script that returns the members that need renewal as well as ballots
...
I intend to run that script via a cronjob to inform the people of their need to renew.
The second usecase is retrieving the ballots that were generated. Now, sending mails with the voting instructions can be done like this:
./get_renewees.py -s -l debug -t 16 voting-instructions.txt

...
To fix bug 629334. On the way, some old .cvsignore files were deleted.
Also, Makefiles and headers were adapted to show the new URL. Calendars
have not been updated.
