tests: Replace skipUnless with skipif. 
The function skipUnless is available in `unittest`, but not `pytest`.

2cf4fdcfad pdfforms.fill: New module+tool. 
After you edit the YAML generated by pdfform-extract,
you can re-fill the original PDF with pdfform-fill.
