Major redraft after consideration and first public posting.
After publishing, two things came to mind. First, we must assure that the FOSS project is acting in good faith to curtail bad actors from, say, slapping a copy of the GPL on a Hollywood film and calling it a FOSS project. Second, it's important to mention circumvention techniques explicitly to make it abundantly clear we're concerned about any §1201 enforcement — be they takedown related or not.
